How would you say "random" (or something similar) in Russian? For example: "That is the most random thing I've ever heard."
Thanks and sorry for the dumb question.

EDIT: What I mean by "random" is: something someone does or says which is completely unrelated to anything at that moment and is often looked at as humorous. It is slang for when someone just says or does  something totally "off-the-subject".  Out-of-the-blue is probably the closest phrase to this word (that I can think of at the moment).

Could you please explain the grammar logic for the solutions to the following?

1. Строительство корпуса университета, КОТОРЫЙ ПРОЕКТИРОВАЛ ЭТОТ АРХИТЕКТОР, велось более 20 лет.
A. спроектированное этим архитектором
B. проектируемое этим архитектором
C. проектировавшиеся этим архитектором
D. проектированное этим архитектором

The task is to replace the fragment in CAPITAL LETTERS with ONE of the SUGGESTED POSSIBLE solutions, A, B, C or D. Why is only C. correct? What makes all the others wrong?

2. Цена билетов в турбюро, КОТОРОЕ РАСПОЛАГАЕТСЯ В ЦЕНТРЕ ГОРОДА, чуть ниже.
A. расположенного в центре города
B. располагающегося в центре города
C. расположившегося в центре города

Task is same as 1. above. Why is only A. correct? Why are we using the GENITIVE (ого) here?

1. Is it correct to say? – «Они ХОТЯТ пойти в планетарий, чтобы ПОСМОТРЕЛИ карту звездного неба.»


2. Is it correct to say? - «Они ПОШЛИ в планетарий, чтобы ПОСМОТРЕТЬ карту звездного неба.»

The essence of my question is this: When does one use the INFINITIVE with ЧТОБЫ, and when not? What’s the grammar rule in practical terms?
