Help! I've done a massive translation from a Feb. 2006 speech by Surkov, and I really need some feedback. I've got some rough parts, and a few blanks- but considering I've been working on this all day my mind is dead. Suggestions are much appreciated, and please feel free to skip this one if you find the topic boring. You can ignore the numbers, they're just paragraph markers for me. There are two paragraphs I didn't get around to translating which I'm hoping to tackle in the morning (should be obvious which ones).

When translating Russian adresses, does one transliterate улица as ulitsa or write out street. Also, since adresses are written differently in Russian, does one rewrite it as one would an American address (Name, Street, City, State, Zip Code, Country) or keep it as written (Country, City, region, street, name)?

In this sentence:

Осуществлению деятельности, отнесенной законодательством к лицензируемой, предшествует получение Обществом соответствующей лицензии (лицензий) в установленном порядке.

What does лицензируемой refer to? a party or activity or what?

So far I've got as a possible translation:
The implementation of activity, ascribed to the licenced party by the legislation, is preceded by the company receiving the corresponding licenses (license) in the established order.
