 I was wondering if somone could help. I am having trouble making out this sentence's meaning:

"Начальник станции обязан возвратить пассажиру деньги за неиспользованные проездные документы и за несостоявшуюся перевозку его багажа в следующих случаях"


I kind of get the gist of the first part, and then it all falls apart: 
"The head of the station is obliged to retun money to passangers for unused trip documents and for _________at the next opportunity.
I get really mixed up with the end of the sentence and I keep changing in my head what it means and I get completely different meanings each time.

Please help me.

состояться is to take place, be carried out

thus несостоявшаяся перевозка багажа = "failed luggage transportation"

в следующих случаях = "in the following cases", not "at the next opportunity".

I want to help you learn how to do this, not give you the answer. Break it down by related cases, they really give you the clues here:

и за несостоявшуюся перевозку его багажа в следующих случаях"

1) в следующих случаях: it's all the same case, so try to translate that;
2) then go backward a bit: его багажа
3) then try the first part, and notice the participle! и за несостоявшуюся перевозку .

Then put it together! :) You can do it, just take it in bite-sized chunks and look for the "one of these things is not like the other," -- find related cases, and it gets really easy.

"случай" might have different translations in different cases.

It could be "accident", "case", "fortune"...

IMHO, the most precise English for "В следующих случаях" should be "in cases listed below". Russian "в следующих случаях" is always followed by the list of cases, and almost never is used without the list.
