Why? "Я не не люблю тебя" is well possible in Russian. In English, in my feeling, the "I don't don't love you" phrase is indeed impossible, though.

It is possible - as a very rare colloquial occasionalism and definitely not a legitimate sentence: "милый, почему ты не целуешь меня - ты что, не любишь меня?" - "я не не люблю тебя, я просто растерялся" :)
