Has anyone ever seen the cartoon with the голубой puppy and the sailor?

1) Is this supposed to be symbolic?

2) Where could I get a copy here in the U.S., or especially on the Internet?

Excuse me, but I never started any off-topics here. But if someone is going to write offensive content to me and you don't do anything about it - I won't remain silent. The person who asked a question in this community doesn't deserve the hateful propaganda posted here by some memebers. I am sorry I am the only one to speak up.
