I know nothing about this article so I can only guess. Maybe it was said ironically or even sarcastically?
In the sentence 'уже' means that the guys had no much time for boredom. They just got bored and then bang! something happened.

Date: 2005-04-07 08:56 pm (UTC)What's the difference? First means smth like "be bored" (a process), second means "to get bored" (the action is completed) The author of the article used заскучать to emphasise that by that moment the policemen had already got bored.
(уже refers to заскучать and means "already")
so the translation is (there may be mistakes!): ...that circumstance made the policemen (who had already got bored) remember that...

За- in this usage means the initiation of a non-momentary action. Запеть is to begin to sing, заговорить is to start speaking, засмущаться is to become embarrassed, and so on.
(The prefix за- can have a number of other meanings, depending on the particular verb.)
