I need help with this one sentence in the article I was reading: Видимо, это обстоятельство заставило заскучавших уже сотрудников милиции вспомнить о том, что...

And what's митинговать? To meet? Or be meeting?

I both do not understand the structure of this sentence nor do I know the word in bold.

Митинговать is to hold a protest rally.

My take at the sentence would be "Apparently, this circumstance made the policemen, somewhat bored by then, remember that...".

За- in this usage means the initiation of a non-momentary action. Запеть is to begin to sing, заговорить is to start speaking, засмущаться is to become embarrassed, and so on.

(The prefix за- can have a number of other meanings, depending on the particular verb.)
