Cursive Cyrillic Clarification

Hey everyone!
So I was just looking at some stuff and stumbled upon a few letters in cyrillic. Here's what's troubling.

Now... I'm going to assume that it says "желаний" (which if I'm right, means desires.. ) and I'm saying assume because I'm not used to seeing the "й" written as such.
Is this common amongst Russians? To write such a pronounced little "hat" on the "й"? Or is it simply poor penmenship?
