How can I translate the word "vehicle" in the following context, please ?

"In order to carry out this business in Byelorus, it will be necessary to create a suitable vehicle."

"vehicle" here means some sort of organisation, a company set up according to local laws, a partnership something like this.

I have an offer on mutually advantageous cooperation :))) My name is Nina, I'm from Russia (I live in Moscow). I learned English at school, but now I have no practice, so I started to lose my knowledge :(((
If you need some practice too, we could add each other to friends and write posts specially for each other. You - in Russian, me - in English. Hi all!
I am searching for a text-book that has text-based structure (Unit: a text on a certain topic, new words, grammar, tasks on understanding and grammar exercises). Does anything like this exist?.. I've only seen grammar-based books, the appear to be rather boring and not that effective.
