How can I translate the word "vehicle" in the following context, please ?

"In order to carry out this business in Byelorus, it will be necessary to create a suitable vehicle."

"vehicle" here means some sort of organisation, a company set up according to local laws, a partnership something like this.

the most general word will be probably аппарат
or you can avoid the direct translation of this word altogether and say something like нужно создать компанию, которая будет заниматься этим бизнесом в Белоруссии.

That's arguable; инструмент is just one of several possible translations.

If we are talking about business, translations "организация", "предприятие", "компания" should be suitable.
