If you want to say that you've read a book or watched a movie, do you decline the title? For instance, is it: Сейчас я читаю "Бедных людей" Достоевского or Сейчас я читаю "Бедные люди" Достоевского? For movies, Вчера я посмотрел "Маленькую Веру" or Вчера я посмотрел "Маленькая Вера"?

I know what the Russian spelling rules are, and I know where and when to use them, but I don't know why they are and whence they came. Could someone please explain the reasoning behind them (if it's possible)?

Is there a rule to tell whether the letter 'ь' should be in a word or not?
For example понравилься and понравился, оказаться and оказатся, etc.
