I need to translate a part of this document for a paper I'm writing on Pugachev. I understand the gist of the document, but as you will see, the document is a syntactical nightmare...

Here is the document. I apologise for the quality of the scan. The bit I'm trying to translate starts with Да, прибывшей в город Самару.... and ends with пятьнадцать человек.
