What's the best way to say to someone on the phone in russian that they've reached the wrong number? Thanks!

People usually say: вы не туда попали. It's an informal and quite common expression.

It's considered polite to say: вы ошиблись номером. Or извините, вы ошиблись номером. It's okay to hang up immediately after that.

Some years ago, the automatic recording used to say неправильно набран номер. I don't know what it's saying nowadays.

Неправильно набран номер phone switch says if dialed number is not valid at all. Some switches use fast busy or 3-tone error signal in the case. It is no way for switch to determine if you reach the wrong number if that wrong number exists.
