Etymology:
It is the short form for "Да что ты говоришь!?"
Spoken when someone said something "unbelieveable" on account of being too ugly, too weird or two improbable to be true.
The truth is not actually questioned, tho.

The long form is also used very often sarcastically, asserting that you've heard something untrue.
