When items are sold at an auction, the seller will usually place a "reserve" on the item. This is the sum below which the sale will not proceed. If the bidding stops at a sum below this reserve, the item is taken back by the seller. If the bidding stops at a sum higher than the reserve, the highest bidder then owns the item being sold. The reserve price is not disclosed to the bidders.

Is there a word for this "reserve" in Russian, please ? It is not in the Oxford Dictionary.

Не стартовая - стартовая цена ниже чем reserve.

From Lingvo (Marketing Dictionary)

reserve
резервированная цена, низшая отправная цена
to place a reserve upon a picture — установить низшую отправную цену на картину (на аукционе)

There's no a single word meaning auction "reserve" in Russian. You can only describe it as a "минимальная цена продажи лота".
