Can someone please help with translation of bolded parts -- what do they mean?

Перед дверями выделевал коленца парень в белом чепчике, в корсете поверх пиджака, с наусниками на бритых губах.

you have a typo - выделЫвал
выделывать something is more or less the same as делать but with additional meaning of doing something complicated or weird.
коленца - capers, dance movements.

"Корсет положу на паркет, шлычку -- на поличку, а губную подтяжку -- в упряжку" is completely obscure and unintelligible (of course, I know what корсет and паркет are but it does not help). It looks like a stream of conscience or just rhyming for the sake of rhyming, without trying to make any particular sense.

It just occurred to me that губная подтяжка could refer to the mustache holders, which makes the second sentence a little bit more lucid.

And I have no idea, what does mean "губную подтяжку -- в упряжку" :)))

But! "во всем параДе" -- it's correct.

Not necessarily. If this is a quote from some Russian classic writer, which I bet it is, it must be chock full of obsolete and idiosyncratic spelling.

As you understand to wear наусник on a shaved face is a very strange thing.
