What is the difference between "ponyatnie" and "ponimanie"?

there's a big difference between those two. понимание means understanding. понятие means concept.

In prison slang that is pretty commonly used not only in prisons "понятие" means collection of unwritten prison laws. Basically this is some form of common sense.

Понятие is a notion, an idea, a concept, etc.
As for понимание, primarily, it means understanding, comprehension.
