1) How do you say "by e-mail" (as in "It will be sent by e-mail") in Russian?  Does it stay in the instrumental case?

2. Это займёт ___ дней.

Actually, it's better to avoid pronoun "это" if you are speaking about exact issue.

For example:
1. "further information will be sent by e-mail" - "Дополнительная информация будет отправлена вам через e-mail"
("further information" is the issue)

2. "It takes 5 weeks to get the documents" - "получение документов займёт 5 недель" ("get the documents" is the issue)

The word "электронка" is enough to dismiss IT officer - only "э-мейл" (transliteration), "э-мыло" (lit: "e-soap", funny transliteration), "электронная почта" (official), etc.

So,

1. "отправить э-мылом", etc.
2. "чтобы сделать X, понадобится 2 недели"

Not "электронный адрес" (e.g. http://1509558143 is also an "electronic address"), but "адрес электронной почты".

1. there are several ways to say.
Послать электронной почтой (кем, чем?). (instrumental case)
Послать по электронной почте (по чему?). (dative case)
Послать при помощи электронной почты (чего?) (genitive case)

Sometimes they say мыло instead of электронная почта. It's very colloqual form.

2. there are several ways too :-)
It takes 5 weeks to get the documents - Чтобы получить документы, нужно 5 недель.
It takes me 1 hour to get home - Я добираюсь до дома за час.

The formal Russian for email is "электронная почта" that surely stays in all cases. You should prefer to use this in the official documents. When writing something more informal, you can even write "мэйл" or "имэйл" :)

"по электронной почте" или "электронной почтой" (in official letter) as in "Это будет выслано по электронной почте" or "Это будет выслано электронной почтой".
In unofficial writings you may see "емейлом"/"по емейлу", "мылом"/"по мылу" or something else.

"Чтобы сделать x понадобится ___ недель/дней/месяцев" ("Чтобы получить документы, понадобится 5 недель")

First of all, "это" can NEVER be used in an official document -- you have to specify what exactly is going to be sent: результаты будут высланы... документ будет выслан... etc.
