Should be "зацените и откомментируйте". "Заценить" is a slang word that means "to check out". "Откомментировать" is a perfective for комментировать "to comment". IMO a better perfective form would be "прокомментировать".

So, the whole phase means "check this out and comment on it".

Yeah, it should be "откомментируйте". Both words are slangy, especially the first one. "Заценить" means roughly "to estimate", "to evaluate"; "откомментировать" - "to comment on smth".

IMO the meaning of the slangy "заценить" is slightly different from "оценить". It is approximately the same as "засмотреть/зазырить" (shudder), but unlike those, can be used more generally - for example, about things you listen to.

Yes, I agree, but it can be used instead.
For example, google "Оцените наш новый" and you can see how often "оценить" is used in this context.
Yes, "заценить" supposes appreciation, while "оценить" may expect any value.

I just wanted to say that both words remain slangy even after correcting slangy spelling.

зацените = check out (replace 'out' with a loosely similar preposition to get the air of the slang expression)
откамментируйте ~ comment it away ('fire away'!) a meaning of completeness here; give an exhaustive comment.
