Two  Russian langauge questions for ya: 

1. The verb реагировать to my knowledge has two perfective forms: отреагировать, прореагировать. How do they differ? Which is better to use in past and future tenses (or is the imperfective--реагировать-- usually used since reacting is in itself sort of a process)? Thanks!

2. If you want to strengthen an adjective by saying "really," "completely" or "very" -- for instance: he is very smart; that is completely wrong, etc.-- it seems you can use various adverbs to modify the adjectives.  The main ones I'm aware of are очень, совсем, соверщенно...  Are these usually interchangable and sound ok with most adjectives? Here are some examples off the top of my head:  

совсем правельно
совершенно правельно
абсолютно правельно

это--совершенно глупо
это--абсолютно глупо
это--совсем глупо

The verb прореагировать (c) is mostly used in the context of chemical reactions.

Найти объем NO, способного полностью прореагировать с 28,8 л кислорода... (a chemical problem from a textbook)

While speaking of somebody's reaction to someone else's actions or words, it's also possible, but it is better (and more common) to use отреагировать (на):

Власти никак не отреагировали на это заявление.
Он отреагировал на мою просьбу с запозданием.

In any case, it's really formal and sounds bureaucratic-like, прореагировать even more than отреагировать. It's way better to use ответить (to answer), обращать внимание (to pay attention) or не обращать внимания (not pay attention, ignore) or something else of the kind, according to situation.
