I want to get Aabby Lingvo on my laptop.
Could someone please point me to a free, downloadable version of Aabby Lingvo, or another Russian-English dictionary that works as well?
I'm familiar with the dozens of onine Russian-English dictionaries. I need an offline dictionary.
Yes, it has to be downloadable. I replaced my CD drive with a second battery, and while the CD drive was uninstalled, someone mistook it for theirs and walked off with it.

учреждение = establishment. inapropriate here, i find.

It does not mean "she knows HER business" but exactly what it says: she knows the trade she is managing, and that is not to be taken for granted because at this time administrators were often promoted upon their ideological merits and standing with the Party, so you could have had the institute headed by someone who had not the slightest idea about statistics.
