Исповедь would be in a Church. Confession of crimes is признание.

"Исповедь" might take place in a room beneath Lubyanka if the text is sarcastic or just metaphorical. But that's not what you'd expect from a normal person in normal circumstances.

It sure isn't! But the word исповедь is not very common when speaking about Lubyanka anyway.
