You know, it's a really clumsy phrase even for native speaker, and I'd call it one of those cases when the author apparently tries to look smather than he is, but fails. So he then have to cover by the use of heavy and cumbersome syntax to hide the lack of a real sense in the sentence.

Well, the idea is that the journalist didn't say something the speaker considers important, because she is not smart enough or simply doesn't relize what's going on.

I would say it's a 'polite' way to say someone is stupid.
