It's trying to say "Happy new year," which is in Russian С Новым Годом, but it misinterpreted the letter ы as two letters, ь and i, and put them on separate lines. Also, the final ending on the last word is not -ом as it should be, but something else that I can't quite read, but which is certainly only one letter, and therefore wrong. So what we have instead of
In Russian translation, the famous "...For Dummies" book series ("Internet For Dummies," "Rocket Science For Dummies" etc.) is exactly "...для чайников" ("Интернет для чайников", "Ядерная физика для чайников" etc.) -- note that when most English speakers say "rocket science," meaning something Too Smart For Us Simple People, Russian speakers more likely say "ядерная физика" (Nuclear physics) or "высшая математика" (high math.)

Even more probably they'll say Сопромат. As in "Сопромат для чайников". That's the harshest course most people have to take at technical university in Russia.
