how would you say "catchy" in Russian -- as in "a catchy tune"
the translations in the dictionary don't seem like the right kind of words -- I might be wrong, though

and

is there a Russian equivalent to "who cares" ?

Very simply: "кому до этого дело", "плевать", "наплевать", "всем наплевать" - and a plenty of more or less colloquial and offensive variations.

Well, your perception might be correct, so you can use just simply "кому до этого дело" or "все равно".

2. Please do not misguide people; "who cares" does not have the rude colloquial flavor of the Russian expression you provide as "the most precise translation."

IMHO (in my humble oppinion) "пофигу" is common, eccessive or low colloquial, it is not used in official or business language. However, I don't see any offence.

I did not state that it was offensive, but I did state that it was a rude colloquial expression (it is a linguistic term rather than an interpersonal communication definition, you see.)
