Does anything know what the phraze мыло завел means?
As in а чечем такое мыло завел?

Is it something like, make a big fuss out of nothing?

"мыло" is also used as a slang word for "e-mail"

Out of context it's hard to tell, but I'm guessing it means "why did you pick such an email address."

Because it sounds similar to 'mail' :-)

Well, that's the closest word - phonetically - that the Russian language has to substitute for 'mail'. [m], a vowel, [l]. Something like that :-)

But it's colloquial.

the line would be:
mail- mill- millo- mЫlo

since it is slang, will it decline as a normal neuter noun?

Yes, it will.

"Чечем" is a typo, so it will be "А зачем такое мыло завел?"
Means "why did you chose that e-mail account?"

Заводить/завести colloquially means "to start." Завести машину - to start the engine. In your case, it's an even more colloquial part of a construction where, in colloquial use, one part is simetimes dropped: "завести себе что-либо", to get yourself something. Я завел [себе] собаку - I've got me a dog. Я завел [себе] мыло на рамблере - I've set up an e-mail account on Rambler.Ru [one of Russian free email services] for myself.
Etc.
