"Чечем" is a typo, so it will be "А зачем такое мыло завел?"
Means "why did you chose that e-mail account?"

Well, that's the closest word - phonetically - that the Russian language has to substitute for 'mail'. [m], a vowel, [l]. Something like that :-)

In your case, it's an even more colloquial part of a construction where, in colloquial use, one part is simetimes dropped: "завести себе что-либо", to get yourself something.
