For the "так... как..." construction (as... as...), is it necessary that I use the short form of the adjective after так? If so, how would that be done in cases with adjectives that don't have short forms such as угнетающий? At least... no short forms that I'm aware of. Is the following correctly said?

Эта книга так угнетающая как фильм.

Here (in these sentences) we use "же" Or "и" .. without these parts it doesn't sound russian

Эта книга так же угнетающа как фильм and Эта книга такая же угнетающая как фильм are correct (note же). The second may be a bit better since угнетающа sounds a bit awkward.

It's гнетущий rather than угнетающий in this case; угнетать is more about people oppressing other people (a popular word in Communist propaganda of yore, by the way); but it's kind of more common to say "тяжелый фильм, тяжелая книга" (you can't form a short adjective in this case because it's an "attribute", not a "quality" in this case; if you say книга тяжела it would mean the book literally weighs a lot).

Some participles-turned-adjectives can actually have short forms, eg. "выводы ужасающи" (the conclusions are horrendous) or "Бог вездесущ" (God is omnipresent).

Please do not forget to put a comma before "как" in the "так же (...), как ..."and "такой же (...), как ...". (I noticed that some people who gave otherwise correct answers to your question forgot about this rule.)

As a media editor, I encounter otherwise literate authors who use almost no commas all the time now. Must be either a trend or a general weakness of educational system of lately, I guess.

It's weakness or a lack of their own education (I mean the authors who don't use commas) - not a trend in the development of the Russian language. :) If a person forgets a comma while writing on-line it's quite normal but even here we cannot write without commas at all.
The comma in constructions "так ..., как и ...", "такой же ..., как и ..." необходима (is obligatory?)
