Is there a way to say "hanging out" in Russian, as in spending time with your friends but not doing anything in particular?

Yes. "Тусоваться" (verb; the noun is тусовка.) At least it was so when I was a teenager, which took place quite a long time ago :)) It's a slang word though, not High Style :)

does the noun mean the actual activity of being together (like scheduling a 'meeting' in english) or the place where you hang out?

It means both the activity and the, er, crowd that hangs out, not the place. Тусовка is both the way to spend your time and a pack of people.
