Is there a way to say "hanging out" in Russian, as in spending time with your friends but not doing anything in particular?

Yes. "Тусоваться" (verb; the noun is тусовка.) At least it was so when I was a teenager, which took place quite a long time ago :)) It's a slang word though, not High Style :)

Тусоваться may not be a universal equivalent (a bit more colloquial, I think), but pretty close.

"зависать с друзьями" - will also do.

These two are more informal and colloquial than the first one.

does the noun mean the actual activity of being together (like scheduling a 'meeting' in english) or the place where you hang out?

No. This one means "jerking off", not "hanging out".

Um... No it doesn't. It means more or less "pass time doing nothing," except I would have said "пинать балду." It's possible that it does mean "jerking off" in some odd little corner of the Russophone universe, but it's definitely news to me.

Perhaps гонять балду or лысого гонять could be figurative ways to describe what [livejournal.com profile] oscar_6 was talking about, or maybe they have double meaning....

Just hanging around, that is simply х** пинать. By the way, don't say any of this stuff in front of your grandmother ;)

It means both the activity and the, er, crowd that hangs out, not the place. Тусовка is both the way to spend your time and a pack of people.

Never heard this one. Well, I'm too old, though.

By the way, also you can speak a kind of "затусить" or "устроить тусу"

Sorry, I've never heard of this. And all the proper vvariants are already listed here.
