How do I translate the last part of this #%@$! sentence?

По нашим оценкам, выделяемые на следующий год средства позволят выполнить все предусмотренные Государственной программой вооружения на 2001-2010 годы мероприятия по оснащению армии и флота современным вооружением и военной техникой.

I had a hard time finding the subject. Where is it? Usually I can find something in the nominative case and then I'm ok, but this sentance threw me for a loop

Is мероприятия genitive singular or nominative plural? What the Hell is the author trying to say?

This is the best I've got so far:
By our assessment, the means assigned for the following year will allow [them] to carry out all that was forseen by the government arms program from 2001-2010 of the arrangement of outfitting the army and navy with modern arms and military technology.

Am I at all close?

The above translation is not quite good.

By our estimates, the next year's budget will be sufficient to achieve all goals of outfitting Army and Navy with modern arms and military hardware (not technology!) prescribed by the State Arms Program for 2001-2010.

The Russian sentence is very poor and burocratese. You can't really "выполнить мероприятия" - "мероприятия" is usually used in "провести мероприятия", as in hold a meeting or carry out an ad campaign. The closest translation of "мероприятие" is "happening" or "event".

The subject is "средства" ("money"). The action verb is "позволят" - technically active voice, but really signifying passive voice: the real actor are not the moneys, but the people who will spend those moneys.

Is there any rule of thumb you can follow in figuring out the proper word order for english translation in sentences like these?

Do you mean the order of the English words or parsing the order of the Russian words? If the former, I usually consider the word order somewhat expendable and try to construct a phrase that sounds well. Remember that Russian word order is rather flexible, so you don't have to follow it precisely.

In this case I've switched around "all goals" and "prescribed by", because the Russian sentence has an equivalent of a split infinitive problem. I would have put "предусмотренные Государственной программой вооружения на 2001-2010 годы" at the end of the sentence.

The subject is средства (pl. nom.). They are "funds", not "means".

мероприятия is plural accusative in this case and they are the direct object of выполнить.

You are pretty close. мероприятия are activities. техника is equipment.

If you cut all the crap, the skeleton of this sentence is "средства позволят выполнить мероприятия по оснащению армии и флота" ("funds will allow to carry out the activities on outfitting the army and navy").
