I know it inflects when it's used to modify a noun ...

And a second question, one that's not so horribly simple: does anyone know how the prefix вы- became stressed in perfective verbs, but never stressed in imperfective verbs? It seems like an odd contrast to me.
No other prefixes that I'm aware of behave this way. Are there any that I don't know about?
