It's an ad for a TV show/series (сериал) that starts on the 1st of Sept (1 сентября), which is apparently based on a novel (по романам). I'll let others more knowledgable than me give the exact title.

No title is given. Just said "Russian serial" (probably, it's a serie of different movies/serials, always at 8pm). Staring on Sept. the 1st it is based on novels by Daria Dontsova (you know how to use Google, don't you?).

(That's the answer when Russia sleeps. In a couple of hours they'll wake up )

As everybody else. I guess the TV is stupid everywhere and it usually just serves the people, not trying to "improve" them. Especially in poor countries.
