It seems that universally, the difference between a hard a soft consonant is somewhat similar to the difference between n and ñ in Spanish.

Is this a good way to think of it?

Hello, everyone! I'm translating an article about Shostakovich and I have a couple of questions:

1. Международное бюро Всесоюзного комитета по делам искусств

What this looks like to me is "The International Bureau of the All-Soviet Committee for the Arts." Is there an "official" translation of this bureau's name? I want to be accurate here.

2. Мы считаем посылку в Италию "Катерины Измайловой" как произведения, осужденного за формализм, нецелесообразным.

Okay, this is just a bear of a sentence. What I have is "We consider the release of 'Katerina Izmailova' to Italy as we do works that have been inadvisably condemned to formalism." OMG HELP ME PLEASE!!!
