объявлять vs. заявлять

What is the difference between объявлять and заявлять?
As far as I can tell, they both mean "to declare, to announce". Can they simply be used interchangeably or are there subtle differences I should be aware of?

Date: 2014-10-14 10:13 am (UTC)Заявлять is widely used for declarations, made by official persons im media or at some public meetings. Also the word may mean some claim - of rights, intentions and so on.
Объявлять is used to declare changes in some public service or treatment of subordinate subject. Заявлять addresses to someone higher or equal.
Папа объявил, что теперь каждое утро будет варить кашу. Сын заявил, что не будет её есть. - Papa declared, that he will make porrige each morning, son stated he won't eat it.
Объявлять can be used with instrumental case, meaning "to state that X is Y now", заявлять is not used so.

Date: 2014-10-14 11:00 am (UTC)Заявить о нарушениях, заявить о преступлени (make statement about violations / crimes) is used when you inform the police or whoever about your opinion that there has been a violation.
Объявить о нарушениях/преступлении implies it's a fact, it was investigated and proven and now you make it known.
Заявить права means you demand your rights to be respected.
Объявить о правах is more likely to be said about an official body publishing or declaring a statement of rights or some similar document. Or, maybe, someone saying to their friends, "I can drive now, look, I've just got my driver's license!"

Заявить is always about your opinion.
1. Правительство объявило о реформе образования. (The Government announced reforms in education) 2. Оппозиция заявила, что это незаконно. (The opposition insisted it was illegal)
In 2. you can also use "объявить" but it'd shift the focus. Оппозиция заявила - they want you to know their opinion on the matter. Оппозиция объявила - they wanted you to know the fact (maybe it was a secret before that).
In 1. you can't use "заявить". "Правительство заявило о реформах образования" sounds like an incomplete statement. People would ask you to elaborate: what is it that thay stated about the reforms?

Date: 2014-10-14 11:04 am (UTC)I'd say, "объявлять" is mostly "advertise" or "announce", i.e. make some information public, like in "объявили посадку на самолёт", "объявили войну". You can't say "заявили посадку" or "заявили войну".
"заявлять" is "to make a statement", i.e. it's about more specific declarations, like in "подсудимый заявил, что признаёт свою вину" or "министр заявил, что никогда не брал взяток".
Though in some cases they can be used interchangebly, like "премьер-министр заявил о введении санкций" can also be "объявил".

to claim, to state, to file (a protest), to assert, to manifest, to apply (for participation)
