I've never met this form, so it could be either a mistake or a local dialect or a professional slang. The usual form is лоскуты or more common лоскутки.

Sorry, to answer your question I concur with the others, of course. The last syllable in both лоскуты and лоскута.

Professional slang, definitely. Modern Russian do have a tendency to migrate from "-ы/и" plural ending to the "-а" one, but it's most pronounced in professional speech, as it tends to be frowned upon in the literate circles.

So there should be "лоскутЫ". "ЛоскутА" - genitive or accusative case of word "лоскут" (не осталось ни одного лоскутА; было три лоскутА)

Shukshin uses some slang there coloring the village-folk's vocabulary. There are some words that would not be pretty good in "Queen's Russian" :), e.g.:

In this context "разноцвЕтные лоскутА" is fine.

Yes, you got the stress right: "шАмать", "пошАмать", "шестОк".

Yes, "сЁдни" is a way to pronounce "сегОдня", but incorrect one. I bet one could not find this "сЁдни" in the media-staff dictionaries. :) There is, however, the word "намЕдни", which is pretty valid and well known nowadays. :)

I understand that the word has two different meanings, as well, though one of them is technical and obscure. The more normal way to stress and decline the word in modern Russian is лоскУтья.
