I would say, that "чо" is much more offensive/rude, while "чё" is more neutral/colloquial. At least, when I need to express this little difference in writing, I use this rule...

Also, чо rather represents a dialect - i.e. the speaker is from unidentified faraway and a commom social background. Чё is perfectly urban and upper-class. - that is, socially and geographically indefinite.

"Чё" - это усечённая диалектная форма от "что". Сравните "чего", "чему", "чем". Эта форма активно используется, например, в Сибири, не выходя за рамки общепринятой речи. Вариант "чо" представляет нарочитую ошибку написания и может восприниматься как часть дружеской игры в чатах.

В случае явного несовпадения стилистик общающихся людей (например, когда один собеседник использует только официальную форму обращения и явно не желает putting their hair down - вариант "чо" может восприниматься как нарушение границ вежливости, неуместная фамильярность, оскорбление.

But modern orthographic dictionaries give only one form, чё (http://gramota.ru/slovari/dic/?lop=x&word=%F7%B8). I agree that чё looks more modern and, yes, urban.

Somewhere in the 50s there was a orthographic reform that changed -чо- -шо- to -чё-, -шё-. Чорт - чёрт, шопот - шёпот etc. So, it's "Чё?".

Чо is looks more frindly (to me), used by various people, likely for fun.
"Чо, как дела?"
When чё is more agressive, used by various criminals and street skum (гопники)
"Чё дерзкий такой, пацанчик?"

So, both are correct.

The less preferred spelling is "че". And the letter "ё"... well... there is an issue about using this letter. Therefore I'd go with "чо".

Thanks everyone. But it seems there is no consensus here. Some say "чё" is rougher and more gopnik/criminal sounding and others say that the opposite.
