Национальный заказ ?

Hi everyone,

Yes, I am still writing this essay about Latvia! I am reading the 1995 law "On television and radio broadcasting", and there is a whole section entitled «Национальный заказ». What does this mean? Any idea what such an organisation would be called in English? More importantly, how else could it be expressed in Russian? It seems to be the organisation that oversees the public service broadcaster(s). More info is under the cut.

Статья 53. Содержание национального заказа

 

 

 Национальный заказ — утвержденная Национальным советом по телерадиовещанию совокупность передач и программ, удовлетворяющих требованиям настоящего Закона и имеющих необходимое финансирование.

 

 

Статья 54. Цель национального заказа

 

 

 

Национальный заказ:

1) обеспечивает свободное распространение всеобъемлющей информации о событиях в Латвии и в иностранных государствах;

2) обеспечивает развитие латышского языка и латвийской культуры, способствуя консолидации однонационального государства;

3) в соответствии с двусторонними соглашениями, обеспечивает отражение деятельности Сейма, президента, кабинета министров и органов местного самоуправления;

4) обеспечивает потребности общества в образовательных, в том числе религиозно-образовательных, культурных, научно-популярных, развлекательных, детских, спортивных и иных передачах (в том числе с сурдопереводом);

5) способствует созданию программ о жизни и культуре проживающих в Латвии национальных меньшинств; и

6) в соответствии с законом обеспечивает возможности предвыборной кампании.

"National informational promotion programme"?
which in essence is an approved list of selected tv broadcasts, which have been produced and financed under state order and aired on commercial networks

i assume this way the gov't tried to relieve the burden of maintaining a public service broadcaster

plz don't get confused with the word 'order' here =)
state order here means some sort of a public procurement and placement of tv broadcasts
i just doubt that latvia had actual public procurement in place in those old times, that's why i tried to be as litteral as possible

Ay ay ay ... think I will be blunt and say that the consolidation of a one-nation state is the aim of the public service broadcasters, and just forget about the National Order, or whatever it is :)

my understanding is that the latvian government intended to order the production of certain tv shows (listed in the law) and later would selectively air them through commercial tv and radio networks under some kind of a one-off or term public contract

I am confused - why do you think it is an organization? It looks like a government-run programme to me.
