What is the difference between "изберательный" and "разборчивый"? How are they used?

избирательный regards to action and means that something affects not everyone (as you confere to разборчивый, I suggest that you don't mean electoral)

разборчивый regards to a person having attitude.

Избирательный has everything to do with elections and can also be used in the meaning of "selective" or "preferential", rather formal.
Разборчивый mostly used in two meanings as "fussy" or "picky" regarding a person and his tastes, or "legible" regarding someone's penmanship.

"разборчивый" - doesn't accept everything, considers before approving smth or rejecting it
*Он разборчивый в еде.

"избИрательный" - would only accept a certain type of food/clothes/etc.
*Он избирателен в отношении еды.

So to my mind the second is "more choosy" than the first.

Also, избирательный is a part of many terms linked with elections: избирательный бюллетень - voting paper, избирательная урна - ballot box etc

разборчивый == picky

In my opinion, there's also some difference in the register of speech. Разборчивый sounds more conversational: "слишком разборчивый", "ужасно разборчивый", while избирательный would tend to be used in higher register and collocate with "весьма", "довольно", "в отношении чего" and would be used rather in its short form "избирателен".
