What are the rules for declining double-barrel surnames, e.g., Бестужев-Рюмин?

«При Бестужеве-Рюмине» or «при Бестужев-Рюмине»? «С Бестужевым-Рюминым» or «с Бестужев-Рюминым»?

What about surnames where the first declines but the second does not?
«С Евпачиным-Бондаренко» or «с Евпачин-Бондаренко»?

If both surnames are declinable, both must be declined: "при Бестужеве-Рюмине".

In Russian history, here's a bunch of even worse cases, but they all more or less follow the same pattern:
Для генерал-фельдмаршала Михаила Богдановича Барклая-де-Толли... (compare with: "Неужели должны мы быть неблагодарны к заслугам Барклая-де-Толли, потому что Кутузов велик?" (Alexander Pushkin)) - infinitive: Барклай-де-Толли

При генерале Петре Ивановиче Меллере-Закомельском... (infinitive: Меллер-Закомельский)

Драматурга Сухово-Кобылина часто спрашивали... (infinitive is Сухово-Кобылин, its 1st part being a rare noble family name Сухово).

Several known exclusions are:
Григорий Ефимович Грумм-Гржимайло (the famous geographer and zoologist) does not follow the pattern: it's Григорию Ефимовичу Грумм-Грижмайло, для Григория Ефимовича Грумм-Гржимайло etc.

Николай Николаевич Миклухо-Маклай (the anthropologist who had lived among the peoples of New Guinea) would make Николаю Николаевичу Миклухо-Маклаю etc. in modern Russian, though in his times (1880s) first part of his last name would also decline: Николая Николаевича Миклухи-Маклая etc.

As I agree I have to note that feminine second names declines different from masculine:

So, if we'd imagine Барклай-де-Толли's wife, also Барклай-де-Толли, foregin-based name does not decline — she would be Барклай-де-Толли in all declines:
Елена Ивановна Барклай-де-Толли
Елену Ивановну Барклай-де-Толли

But name of wife of Меллер-Закомельский declines better:
Меллер-Закомельская
Меллер-Закомельскую

In Russian foreign surnames not declinable in feminine, unlike of masculine, which are commonly declines. Both sides of double-barrel surname declines separately.
Foreign surname is surname that does not end with -ов, -ин, -ский - the common slavic surname endings. The exception are Ukrainian surnames (-ко), which are not declinable at all.

Барклай and Толли are both foreign.
Меллер is foreign, Закомельский isn't.

By the way, Толли does not decline. As far as all surnames that ends with wowel, with the exception of 'й'.

Grammatically correct is to decline both names, however, in colloquial usage, especially when speaking fast, a lot of people will only decline the second part. Just so you are aware. :)

Grammatic rules (http://ru.rodovid.org/wk/%D0%A1%D0%BF%D1%80%D0%B0%D0%B2%D0%BA%D0%B0:%D0%9F%D1%80%D0%B0%D0%B2%D0%B8%D0%BB%D0%B0_%D1%81%D0%BA%D0%BB%D0%BE%D0%BD%D0%B5%D0%BD%D0%B8%D1%8F_%D0%A4%D0%98%D0%9E) say that first part declines only if it can be used as a separate surname. So, "Сухово-" is just indeclinable by itself; other examples are Бонч-Бруевич and Armenian prefixes Тер- and Мелик-.
