Препоганейшая действительно погода - does this just mean really foul weather?
 
I assume it's related to поганый, but I've never seen this word before.

"The foulest weather imaginable we're having indeed." "Поганейший" is the superlative of "поганый", the prefix пре- serves as the intensifier. Наи- has the same effect - "наипоганейший".

Not exactly - it's intensifying effect is a bit stronger, as it states the final state of foulness :) It's like "foulest" (препоганейший) vs. "the most muy dura foulest" (наипоганейший) :))

I'd say "foulest" is just "поганейший". "Препоганейший" is stronger, kind of "the most foulest", and "наипоганейший", as you said, is the strongest of them all. :)
