First of all, "под кайфом" is wrong there, because this slang expression usually means that you used drugs, not alcohol.
This sentence is also bad Когда я прошлом году жил в России, часто столкнулся с алкоголю - "часто сталкивался" (Imperfect), "с алкоголЕМ".
