Hi guys,

I wonder if you could help me out with a particular expression.  The expression is депутатов кустарей and i don't know if this implies professionalism or, as someone else suggested to me, amateurism.  Here is the parargraph:

Впрочем, история с назначением аудитором ЦБ компании «Юникон», совладельцем которой до прихода на думскую работу была руководитель аппарата бюджетного комитета Наталья Бурыкина, -- случай достаточно показательный. «Вы же понимаете, что бывших совладельцев не бывает», -- заметил на эту тему один из парламентариев. Налицо профессионализация лоббизма. Вместо депутатов-кустарей линию Думы по важным вопросам начинают определять действующие или бывшие сотрудники коммерческих структур, лучше понимающих, что нужно пославшему их бизнесу.

Originally "кустарь" meant "handicraftman" - opposed to "factory worker". Here this word is used to denote deputies who are "deputies by themselves" opposed to "deputies hired by business structures".

As the rest of the passage suggests, it does imply a certain degree of "amateurism" - the general trend is a move from amateur to professional lobbyism.
That said, I don't think "кустарь" would be my first choice in this context... I think "любитель" would be more appropriate. But maybe that's just me :-)

If it means amateur, shouldn't it say politicians who are also amateur lobbyists rather than amateur politicians?

But that basically answers my question.

Yes, "кустарь" here means amateur, also sentence means that now amateurs are replaced by some one more proffesional.
However word "кустарь" had other meaning in the past(see 1st comment).
