I hope I don't seem too pedantic (these posts will stop in the next couple of days I promise) but could I ask for help with the phrase Думское Руноводство?  The passage says that the 'Duma leadership' rigidly enforces the number of people allowed to sit on particular committees.  Does anyone know who or what body makes and enforces these rules in the Duma?

Did you mean руководство? Because this is the Russian word for leadership. I think that is a descriptional term rather than legal. According to the Duma's official site (http://www.duma.gov.ru/), руководство Государственной Думы consists of its Chairman, its 1st Deputy Chairman, and several Deputy Chairmen (see "Состав и структура ГД" link in the left navigation column.)
