Next paragraph - one question

Hi again,

The next paragraph calls for more such interpretation based on applying knowledge.  I've had  a guess, I'd be really grateful if anyone could confirm it's right.  The paragraph is only a few lines long.

Проблемы иногда возникают лишь с конституционными законами, потому что верных 300 голосов у администрации нет. По прочим вопросам политическое решение непременно претворяется в жизнь. Именно поэтому нынешний депутатский корпус без особых проблем принял проекты, которые не удавалось провести в пору ельцинских непослушных Дум.

Problems sometimes arise with constitutional laws only because they fail to find the requisite 300 votes in the Duma.  A political decision on any other matter takes effect immediately.  For this reason alone the current legislative assembly has with relative ease adopted legislation which failed to get through the unruly Dumas of the Yeltsin era.

Is the bolded line referring to Правительственные Постановления и Распоряжения?  Saying that the governemnt can by-pass the Duma on a lot of issues and knowing this the Duma will pass legislation because they know that if they don't it'll just go straight into a Постановление or Распоряжение and be passed anyway?

I don't consider myself to be an especially good translator but not the worst either, mainly because I lack either the specialist or the cultural knowledge a lot of the time. I ask advice from native speakers because sometimes a dictionary doesn't give you a sense of what a word means in practical terms very often.

Just to clarify: asking about practical terms etc is absolutely fine.
I really don't like how you translated "непременно" into "immediately" and I have decided that mixing immediacy with general inevitability can hardly have anything to do with practical terms misunderstanding. >_

Well, mixing up немедленно and непременно is a mistake that has nothing to do with cultural knowledge. These are just two different words.
