That's right. When it's the first of element of a compound adjective describing a color, the stress is on the first syllable, i.e. тёмно-синяя.

Not exactly. For example, we say "blue eyes" for голубые глаза, not "cyan eyes". I'm pretty sure I've seen "синий" used in places where English speakers would say "dark blue," but I can't think of what they are.

But in any case, "тёмно–синий" isn't incorrect.

I'd rather say тебе идёт это платье, stressing not only the fact that the dress is beautiful, but also that the person has good taste and a good figure :)
