In English we sometimes say "You aren't too polite, are you?" or "He isn't too generous." This is a form of understatement, and it more or less means "You are are not polite" and "He really isn't generous."  I think I've heard Russians say something like this. Is it possible to say this in Russian (with the same meaning): 

Ты не слишком вежливый

Ты не слишком милая

Он не слишком шедрый

Yes, works the same way in Russian.

And short forms of adjectives are normally used in such cases: "вежлив","щедр".
And "милая" wouldn't be used in such context.
If you were going for "nice" this is not really a good equivalent.

Yes, it's quite okay.
You can also say "Какой ты вежливый/щедрый/милый!" ('How polite/generous/nice you are!'), ironically meaning just the opposite.

As for sarcastic "you aren't too polite, are you?" there are at least several equivalents:
-Ты не слишком-то вежливый, а?
-Не больно-то ты вежливый.
-Не шибко-то ты и вежливый.

"Каааакой вежливый!"

тут возможен приказной тон: "будь вежливее"
"воспитан" тоже неплохо (+!)
"щедрый" - No!!!

- ты плохо воспитан
- ты невежлив
- ты некультурно себя ведешь
+ "не особенно"/ "не очень-то"/ " ,похоже, " и т.д.
