How would I say, "At what time should I wake up?"

Во сколко мне нужно встать?

Also, how would I say "Rochester is famous for it's lilacs." I bought a vial of lilac perfume and some other stuff for my host family at the Lilac Festival.

You translated it correct, just "Во сколько мне нужно встать?"

> Rochester is famous for it's lilacs.
I suppose it's a town? Then "Рочестер известен своей сиренью".

There is more beautiful way to say it, IMHO:

Рочестер славится своей сиренью

Slightly off-topic

You cannot say "Rochester is famous for it's lilacs." You can only say "Rochester is famous for ITS lilacs." "it's" is short for "it is", and "its" is a possessive pronoun.
