I don't know if this is allowed but I'll give it a try. I am reading an article for my Russian lesson but I can't get the meaning of the last bit of this parragraph at all! Would you help me?

Там притаились бюрократия и коррупция. Перегораживают проход на рынки. Давят конкуренцию. Недавно второй президент сильно возмущался по этому поводу. Примерно в тех же выражениях, что и первый. Лет пятнадцать назад... Все слова давно сказаны. Что делать? Да что угодно. Лишь бы польза была. Вычислить, скажем, индекс экономической свободы. Утвердить указом или постановлением. Спустить в регионы. Там уже привыкли получать команды. И рьяно их выполнять. Пусть каждый губернатор знает: выполнит план по свободе - будет властвовать. Не выполнит - получит предупреждение. Первое. Оно же и последнее.

In a pretty free translation from 'Да что угодно.': Anything that can be useful. To calculate, let's say, the index of economic freedom, to approve by decree or edict, ________________. There (they) got used to recieve orders (?) and carry them out zealously. May every governor know: if he carries out a plan _________, he will rule. If he does not, he will recieve a warning. The first one. ________________.

my two cents:

No surprise you have troubles translating this, the author himself seems to be struggling with the language.

First of all first few sentences of the paragraph are imperatives so it should be "Let's, say, define the index of economic freedom. Let's establish it with a decree or an edict. Let's pass it down to all the provinces." then he keeps talking about this index and implies that there will be some required value, a plan, that it has to reach so it's "Let every governor know that only if he reaches the plan he can keep ruling. If he does not - he will get a warning. The first and final warning that is."

"Let's" has nothing to do with these sentences! "Let's say" - is ok, all the rest- leave it as it was.

1. "Cпустить" means: to give an imperative order from top (supreme authority in Moscow) to down (regional administrations). So you may use something like "to down an imperative to the regions".
2. "Свобода" is shortened "index of economic freedom". You may use something like "he carries out a plan on (economic) freedom".
3. "And this is the last one, indeed (after all)".

"Anything that can be useful" is a wrong translation for "Лишь бы была польза". "Польза" in this sentence has nothing to do with "usefulness". It should look like "I hope this is for the good".
