Second one is most correct, you only need to decline the name. Actually, fisrt is correct too, but is rather colloquial -- it's a kind of elliptic contraction of "Я живу в Ноттинг-Хилле, это очень шикарный район Лондона". Bit it's a colloquialism, and I'd use a semicolon here, not a comma, as there are essentially two different sentences glued in one.

You're right, it isn't. However, I would distinguish between "звóнит", which is просторечие (vernacular) and "шикарнейший" which is разговорный язык (a colloquialism). The first is never okay; the second is simply not recommended in formal speech.

Be that as it may, my main exception is to your claim that "шикарный" is already in the superlative. It isn't, not any more than "огромный", for example.

On my view, both phrases are quite correct.
Bu I'd to rewrite the one so:

Я сейчас живу в Ноттинг Хилл. Очень шикарный район Лондона.

As you see, I just changed the comma to the full stop :)

Yes, but in this case you're implicitly translating a sentence with an independent clause ("I live in Notting Hill; it's a very chic area of London") rather than an appositive ("I live in Notting Hill, a very chic area of London"). Specifically for the appositive, only the second version is correct (just don't forget to hyphenate and decline "Notting Hill").

I beg you. Очень шикарный is wrong!!! You can use it only if it's okay for you to be illeterate! Or if you want to get some special emotional effect.
